民主党は、医療機関向け融資と食料提供を追加した法案にしたい。
上院によるボイス・ボートでの投票が行われたが、民主党が否決した。民主党は単に中小企業向け融資に反対しているわけではない。
他にも不足している医療機関向け融資1000億ドルと州や地方政府への食糧支給1500億ドルも追加すべきだと主張しているだけだ。共和党も共和党で、米民主党の提案を拒否した結果だ。そもそも、米民主党は新型コロナウイルス対策第三弾の時から4000億ドルの医療機関向け支援が必要だと主張してきた。第三弾は、米民主党が共和党案に歩み寄って医療機関向け融資は1000億ドルに抑えた。しかし、医療機関の備品はじゅうぶんではない。医療従事者もNYはボランティアまで出動させている始末だ。不足しているのは明らかなのだ。

Instead, Democrats tried to offer their own alternative to amend the GOP plan to include $100 billion for hospitals, $150 billion for state and local governments and an expansion of food assistance, in addition to the small-business funding. Republicans, similarly, rejected the Democratic measure.

昨日の記事にも書いたが、すでに中小企業向け融資（実質、助成金）は、銀行に申し込みが殺到している。3500億ドルしか予算を割り当てていないので、早い者勝ちとなっている状況なので資金は早い段階で枯渇するとみられている。融資返済をしなくてもいい条件は、従業員を解雇せずに給与を支払い続けることとしているが、そもそも借り入れが進まない状況ではキャッシュがないと給与なんて支払えないだろうに。ここがうまくいっていないのは深刻なのである。
米国の中小企業従事者は、全労働者数の半数なのだから。これによると、ざっくり従業員500人未満の中小企業従事者は約6000万人の規模になるのである。

まぁとりあえず、ムニューシン財務長官が、民主党と交渉を継続しているようなので注視したいと思います。ペロシ下院議長もこの話し合いに関わっているようなので、合意すれば話が早いかもしれません。とはいえ、下院議員に集合かけるとなると4月20日より前に法案通過するかは疑問です。
