そもそも、この 給与保護プログラム（ Paycheck Protection Program で通称PPP）は、4月3日からシステム障害を起こしてつまづいている。システムが復旧したと思ったら、ローン申請書には、いつまで休業するかわからないのに従業員への給与支払い分など答えられない質問まである。バンク・オブ・アメリカは月曜日だけで21.2万件のローン申請があり総額360億ドルをもとめている。ウェルズ・ファーゴは100億ドルの申請。 米国独立コミュニティー銀行家協会（ＩＣＢＡ） は、各銀行の割り当てがないので、大手銀行だけで使い切ってコミュニティバンク（地方銀行）までローン割り当てがまわってこないだろうという指摘をしている。申請は開始したが、どこまで振り込みが早く行われるかについては定かではない。おそらく、議会が動かないとすぐに枯渇するだろうが、どこまで救うのか線引きをしないとアメリカ政府は膨大な債務を背負うことになる。

前回の2.2兆ドルの第三弾法案は、米国民主党が共和党案に歩み寄った。フードスタンプ、医療機関向け備品などの財政支援は4000億ドルから1000億ドルと大幅に削減された。米国民主党としては、これらを拡充したいはずだ。

他にも、シューマー院内総務は、医療従事者向けの給与増額も要求している。中国でさえ、最前線で新型コロナウイルス治療にあたる人に給与増額している。また、大統領選挙を郵送投票できるように、160億ドルも要求している。
