OPECプラス会合は4月9日に延期？
9日に延期という話も、まだ可能性の段階で決定ではないらしい。
合意文書も減産水準も一致していないって、合意できないでしょ( ﾟДﾟ)
これらの報道をうけてWTI原油は9％下落して、25～26ドル推移。
ロシアはNYに支援物資を送ったりして、歩み寄る（というより制裁を緩和してほしいという企み）姿勢をみせている。なんとなくだが、問題はMBS王子がややこしくしている気がする。これを機にアメリカは、サウジアラビアを見捨てるかもしれないね。
トランプ大統領は、石油輸入に対して関税をかけることも検討しているようだが、石油価格が上がらないとどうしようもないのではなかろうか。
石油輸出国機構（ＯＰＥＣ）とロシアは６日に予定していた「ＯＰＥＣプラス」による減産に関する会合を９日に延期した。ＯＰＥＣ筋が４日明らかにした。原油価格急落の責任を巡ってロシアとサウジアラビアが対立していることが原因という。

同筋は協議の時間を確保するために６日のテレビ会議は９日に延期される公算が大きいと述べた。ロシアとサウジの対立については、依然として雰囲気は前向きと指摘した。ただ合意文書はできておらず、減産の基準とする水準などの詳細についても一致していないという。
原油に関して、非常に重要なコラムから2点ほど。
フォーリン・アフェアーズにも寄稿しているエネルギー専門家の Daniel Yergin によると、世界の原油貯蔵タンクは4月末か5月の早い段階にもタンクがまんぱんになるとのこと。その時に、原油価格は暴落し、原油生産者は営業停止するだろうとのこと。要は、取り出した原油を貯めておくタンクがなければ精製もストップするだろうし、原油を取り出す工程もストップするだろうっことですね。

When that happens, two things will result: prices will plummet and producers will shut down wells because they cannot dispose of the oil.”

このコラムからもう一つ。シェールオイル業界は、長くホワイトハウスにロビー活動していたようだ。目的は、ロシアエネルギー業界への制裁追加のためである。しかし、ここへきてロシアへの制裁を解除にむけて動いたほうがよいのではないかという考えがでてきている。とはいえ、サウジはサウジの動きがあり、ロシアだけ歩みよっただけではダメなはず。原油価格戦争が解決しにくい問題は、関係者の利益が一致するところがないという点なのかもね。サウジMBS王子が何を求めているかさっぱりわからないが、本当にサウジMBS王子の自尊心の問題だとしたら、ロシアが、プーチンがOPECに参加しなくてごめんなさいと公式発言するわけがないので、サウジアラビアという国家が自滅するまで解決しない気がする。もしくは、この問題を起こしたMBS王子の暗殺があるとかだね。

However, it appears to have been the threat to the Saudi refinery and to its overall relations with the United States which got Riyadh’s attention. When confronted by the possibility that Putin and the Saudi crown prince might not deliver on their production cuts this weekend, Trump upped the ante on Saturday and said he would impose tariffs on oil imports to “protect” U.S. energy workers from an oil price crash.

ペロシ下院議長は、4月末には新型コロナ経済対策法案第四弾を可決させるべきだと発言している。その割に、第四弾の中身をまったく発表していないが…。
民主党上院院内総務のチャールズ・シューマー議員も必要だと発言。
