トランプ政権が、新型コロナウイルス対策費の補正予算案を議会に要請した。
これはあくまで政府の要請であって、予算を出すかどうかの判断は議会。しかも、歳出委員会の委員長は、リチャード・シェルビー共和党上院議員。
リチャード・シェルビー共和党議員（アラバマ州選出）は、共和党の中でも重鎮に入ります。リーマン・ショックの公的資金注入の時にも、ブッシュ政権の財務長官もシェルビー議員の対応には苦慮したと自伝に書かれているほど。
トランプ米政権は24日、新型コロナウイルス対策費として25億ドル（約2800億円）の補正予算案を議会に要請したと明らかにした。半分が新たに確保する予算で、残り半分は他の予算項目からの転用になる。

米行政管理予算局（ＯＭＢ）のレイチェル・センメル報道官は24日夜に出した声明で今回の予算案について、「ワクチン開発の加速、準備と対応活動への支援、切望される備品や補給品の調達」のためだと説明した。
事情に詳しい匿名の関係者によると、10億ドル超がワクチン開発に充てられ、残りは防護マスクの備蓄や治療プログラムなどに振り向けられる。また、25億ドルのうちの５億3500万ドルは、エボラウイルス対策予算の未使用分から充当されるという。
上院歳出委員会公聴会で、 アメリカ合衆国保健福祉長官 Alex Azar は、 共和党シェルビー議員からはわざと低く見積もっているし、詳細に欠けると指摘されている。 民主党院内総務のチャック・シューマーからは31億ドルの予算が必要になるという意見もでている。
“It seems to me at the outset that this request for the money, the supplemental, is lowballing it, possibly, and you can’t afford to do that,” Shelby told Health and Human Services Secretary Alex Azar during a hearing on the agency’s budget request.

そもそも、トランプ政権は、CDCの予算を削ってきた経緯がある。2017年末の減税改革が行われた時に、公衆衛生から7.5億ドルの予算を削減し、子どもの健康保険プログラムに振り替えた経緯がある。これはCDCの予算12％に該当していた。

ところで、トランプ大統領は、株価が暴落していることで激怒しているようだとワシントンポストが報じた。米中貿易摩擦の時は、政府が「継続して対応している」などと口先介入することで株価を安定させてきたが、発言すればするほど、今回はボロが出る可能性が高い。
しかも、どういう対策をすればいいかわからないままにしておいて、感染が拡大する可能性は高いのではないだろうか。

政権内でリーダーシップを発揮するだけでなく、共和党をまとめあげる力があるとは思えないのだ。
